Massificar e melhorar o acesso a rede foi um dos principais compromissos da campanha de Dilma Rousseff, que lembrava o lançamento do Plano Nacional de Banda Larga (PNBL), em 2010 pelo então presidente Lula, e o quanto o programa será estratégico para conectar o país.
Já sob gestão de Dilma, o governo Federal passou a incumbência da execução do PNBL ao Ministério das Comunicações (Minicom), que trata do desafio de ampliar o acesso à internet a baixo custo e melhorar a qualidade da internet que é oferecida no Brasil com prioridade.
